RIGHT TO INFORMATION ACT, 2005

The Right to Information (RTI) Act represents a significant milestone in the advancement of the democratic system within our nation. It has dismantled the barriers of secrecy that had been erected by those in positions of authority, ensuring that they are legally obligated to disclose all non-classified information upon request by any ordinary citizen of the country.

This legislation, known as the Right to Information Act, serves to establish a practical framework that enables citizens to exercise their right to access information held by public authorities. Its primary objective is to promote transparency and accountability in the operations of every public authority.

Right to Information includes the right to

  • Inspect works, documents and records.
  • Take notes, extracts or certified copies of documents or records.
  • Take certified samples of material.

Application Guidelines

While filing an RTI application, the framing of the questions is very important. A slight misunderstanding or vague questions gives the PIO a chance to reject your application. Follow these guidelines:

  • Use a white sheet of paper to write an application. There is no need to using Note-sheet, or the Court stamp paper. You can use your letter pad for asking for information.
  • The matter can be hand written, or typed. There is no compulsion of typing the content.
  • Make sure the application is legible and easy to read.
  • Do not ask a question containing ‘WHY’!

How to submit application

Applicant should submit necessary requirements in white paper before the State Public Information Officer, Centre for Management Development.

Application Fee

Application fee of Rs.10.00 can be remitted as detailed below:

Cash Receipts: issued by the Accounts Officer, Centre for Management Development for having remitted the prescribed fee.

Money Order: drawn in favour of ‘Centre for Management Development, Thiruvananthapuram’.

Bank Draft: in favour of ‘Centre for Management Development, Thiruvananthapuram’ payable at Thiruvananthapuram.

Court Fee Stamp or Treasury Chelan shall not be accepted as application fee in any case.

Cost for providing information

As per Kerala Right to Information (Regulation of Fee and Cost) Rules, 2006, in exercise of the powers conferred by sub-section (1) and clauses (b) and (c) of sub-section (2) of section 27 of the Right to Information Act, 2005 following rules needs to adhered to while providing information.

(1) For providing information under sub-section (1) of section 7, the fee shall be charged at the following rates, namely: –

(a) rupees two for each page in ‘A4’ size paper

(b) actual charge or cost price of the copy in larger size paper

(c) actual cost or price for samples or models, maps, plans etc; and

(d) for inspection of records, no fee for the first hour, and a fee of rupees ten for every subsequent thirty minutes or fraction thereof.

(2) For providing information under sub-section (5) of section 7, the fee shall be charged at the following rates, namely.

(a) for information provided in diskette or floppy or CD or any other electronic mode, rupees fifty (for each)

(b) for information provided in printed form, rupees two for each page or the actual price fixed for such publication

(3) The fee specified in sub-rules (1) and (2), shall be collected by the means of,

(a) by cash remittance against proper receipt issued by Accounts Officer, Centre for Management Development

(b) by demand draft/bankers cheque/ pay order payable the State Public Information Officer, Centre for Management Development

(4) Applicant below poverty line is eligible for exemption from payment, as determined by the Competent Authority, upon submission of a valid certificate along with application demonstrating their eligibility.
