● Had an unusually long tenure in the Department of Local Self Government, and guided Kerala’s decentralization process particularly the People’s Plan Campaign for 15 years from the conceptualization up to the reasonably developed stage. This experience in structuring decentralization hands-on, is unique in the country and Kerala is rated number one in the country in devolution to local governments.
● The early field experience and later experience in Government of Kerala and Government of India enabled acquisition of deep expertise in matters related to Rural Development, Poverty Reduction, SC/ST Development and Good Governance.

● Played an important part in transforming the Kerala Institute of Local Administration into a Centre of Excellence in Decentralisation by heading its Executive Committee for 11 years.
● Mentored Kudumbashree, which is a forerunner in the country in Women’s Empowerment and Poverty Reduction, mainly through Self Help Groups. It’s partnership with local governments is a national model.
● Guided the PMRDF programme.
● At the National level the concept of Grama Panchayat Development Plan was initiated in 2015 and it has struck roots in most of the States - probably the most significant milestone in the history of Panchayati Raj after the Constitutional Amendment.

CA. Dr. Binoy J. Kattadiyil DSc

CA. Dr. Binoy J. Kattadiyil, the Director general administers a number of monitoring, evaluation, impact assessment, due diligence for various governmental, public sectors, micro small medium enterprises apart from economic development programs and management consultancies. He earlier served in board level at various corporate and central statutory bodies in fields as diverse as infrastructure development, capital market and insolvency bankruptcy. This blend of 25 years of experience in industry, research, regulatory has resulted in developing skills for business planning, policy formulation and strategic decisions towards a leadership role on state of affairs.
He is a macroeconomist and project professional as Founder of 3C Capitals; Managing Director at IPA of Insolvency and Bankruptcy Board of India (IBBI) has worked in core team of various national and international projects. He was earlier the Managing Director for a SEBI licensed portfolio management and infrastructure development Group in India, prior to which he was the Director, Development Finance for the iconic development of US$ 5 billion Atlantis, The Palm Jumeirah projects in Middle East.

Academically he is Post-doc, Higher Doctor of Economic Science (DSc) in Management, Doctorate (PhD) in Finance, Fellow Chartered Accountant (FCA), research Masters in Economics (MS), Masters in Business Administration (MBA), Masters in Law (LLM). He is a member of different professional bodies like Royal Economic Society UK, Turnaround Management Association USA, INSOL India, Urban Land Institute USA, International Bar Association UK, Association of Certified Fraud Examiners USA and Indian Council of Arbitrators.

His areas of interest include economic planning, project management, enterprise development, re-engineering re-structuring, asset management, private equity and fund governance. He is a visiting Professor of Practice in leading business/law schools, published more than 50 research articles in national and international journals, presented more than 15 research papers in international conferences.
