Library Rules and Regulations


Library Hours

The working time for the library will be from 9.30 A.M. to 5.30 P.M. on all working days (Monday to Friday).

Procurement

Library books including journals should be procured directly from the publishers. However, whenever individual dealers are approached separately for procurement, every effort should be made to negotiate for maximum discount. Books and periodicals can also be procured digitally. Approvals for procurement shall be according to the delegation of financial powers for the Centre.

Control and Upkeep

Books received should be immediately taken to stock, indexed and kept in the racks/shelves safely. The safety and quality of the shelf books should be ensured through conventional as well as modern up keep technologies. In the case of online collections, proper backup should be arranged.

Overdue charges/Fine

The library will send auto generated emails to the borrowers who retain books beyond the period of loan, but the non-receipt of reminders shall not be a reason against the recovery of overdue charges. The overdue charges and restrictions will be as follows:

  • An overdue charge of Rs. 1/Volume/day shall be levied if the book is kept beyond the period of loan.
  • No other book will be issued until the dues have been cleared.
  • Members against whom books are outstanding for more than three months shall not be entitled to borrow books/journals/periodicals until all books have been returned and all dues have been paid.
  • Recovery against loss of book will be as follows:
    • The borrower is made to replace the book lost by a copy of the same or a later edition. If the borrower fails to replace the lost book, he/she is liable to pay the fine as per the following criteria:
      • If the books are published before 1946, fine may be the ten times of cost of books entered in the stock register.
      • If the books are published between 1946 and 1970, fine will be the six times of cost of books entered in the stock register.
      • For books published after 1970, fine will be three times of cost of books entered in the stock register.

Physical Verification

Physical verification of stock should be conducted annually through an independent team constituted for the purpose. The report of verification should be submitted to the Director along with action taken on discrepancies. Discrepancies in the form of excess should be adjusted through further investigations. Shortage should be made good through recoveries from the persons concerned at penal rates mentioned in the rules. The verification file should be closed finally, preferably within a month from the date of submission of verification report, after completing all the actions deemed necessary.

Library Committee

A four member Library Committee shall be constituted for overseeing the functioning of the Library. The Committee shall consist of minimum two Faculty members and any other Officer/Staff as decided by the Director, and the Library- in-charge as the Convener.

General Terms & Conditions

  • CMD Library reserves the right to recall any issued books even before the due date.
  • Borrowers must satisfy themselves about the physical condition of the books before borrowing; otherwise they will be held responsible for any damage later or at the time of return.
  • Members can reserve books at the circulation counter in case they are already issued.
  • The librarian may fix a shorter period of loan for a book that is in great demand.
  • Books in demand may not be renewed.
  • The borrower will have the responsibility of renewing/returning the borrowed books on time without fail.
  • Photocopying of library books and journals may only be carried out within the copyright regulations.
  • Members who mutilate library books are liable to replace it with its latest edition along with a penalty of 20% of the total cost of the book. If the book is part of a set or series/volume, they may be called upon to replace the whole set. If the mutilated book is untraceable in the market or out of print, the user needs to pay the fine as lost book. They are liable to pay overdue charges up to the date on which the loss was reported along with the fine.
  • If the book reported as lost is later found and returned then overdue charges will be levied from the due date to date of return. If payment has already been collected for the lost book from the user, then the charges will be adjusted and, refund, if any, will be made.
  • Failure to clear all outstanding dues within six months may result in the forfeiture of membership.
  • Users must leave their bags and other belongings outside the library. Only notebooks, laptop and papers are allowed inside the library. Library staff will not be held responsible for the loss of any personal belongings of users.
  • Strict silence is to be maintained in the Library.
  • Consumption of food and drinks is strictly prohibited inside the library.
  • Use of mobile phones is permitted in silent mode only and mobile conversation is not allowed inside the library.
  • Users are encouraged to use the computers kept inside the library for accessing the library catalogue, e-journals, e-books, and research databases. Laptops can only be used in the designed place in the library for academic/research purpose only.
  • Online chatting/dating, browsing of social networking sites, playing games is strictly prohibited.
  • Members are not allowed to share their e-resources access User Id/password with others.
  • Users should get a user Id and password to reserve, renew and to check the details of books borrowed by them. Up to five books can be reserved (hold) at a time, and once the reserved book is available in the library, users will be notified by an auto-generated email.
  • Users should not remove/unplug computer cables or connections, network cables and other peripherals or accessories in the library.
  • Any personal hardware like keyboard, mouse etc are not allowed inside the library.
  • Users should obey copyright regulations while accessing online resources (e-books, e-journals, databases etc.). Details of the e-resources subscribed by the institute are available on the library website, which can be accessed from any computer, laptop, smart phone etc., connected to the CMD network.
  • Members have the privilege of direct access to the shelves in the stack rooms and the reading hall and the freedom to browse among the books. It is important that the classified arrangement of the books according to the numbers is maintained in the shelves for the convenience of the members themselves. While a book can be freely taken out of the shelves, on no account should they be reshelved by the members because of danger of misplacement. Such books may be handover to librarian.
  • For better use of the library, users are encouraged to avail the help of the Library Staff.
  • Users must obtain the no dues certificate from the library before leaving the institution.
  • Faculty members or concerned persons should share a PDF copy of the documents published by CMD (Annual reports, Study reports, Research papers, etc,) to the Librarian to be included in the repository.
  • All users should obey the library rules and regulations. Violation of rules and any act of misbehaviour may lead to disciplinary action.
